REPORT & RECOMMENDATION

Presently pending before the Court are Petitioner’s application for habeas relief and Respondents’ motion to dismiss. For the reasons explained below, Respondents’ motion to dismiss should be denied and Petitioner’s application for habeas relief should be granted. It is recommended that Respondents be given seven days within which to conduct an individualized bond inquiry.

SO RECOMMENDED, this 16th day of August, 2016.
